I just noted that the current version of patchutils depends on python3,
it was not the case some versions ago:
https://cygwin.com/packages/summary/patchutils.html
This is unexpected, and currently not the case for most Linux,
distributions, see for example
https://packages.debian.org/sid/patchutils
Could it be that the dependency has been added by accident?
