Hello,

I've installed (and then reinstalled) Python312 (3.12.12-1), venv, pip, setuptools, wheel all for python312.

Still when I execute `python3.12 -m ensurepip` I have this error:

For Python 3.9 it works as expected:

```bash
$ python3.9 -m ensurepip
Looking in links: /tmp/tmpwwz1fv3i
Requirement already satisfied: setuptools in /usr/lib/python3.9/site-packages 
(80.9.0)
Requirement already satisfied: pip in /usr/local/lib/python3.9/site-packages 
(22.3.1)
```

I'm not asking for workaround(s), I'm asking if it is an error in cygwin or my setup. I hit this error during troubleshooting other error.
