I moved python312 to stable.

Currently there are
     ~ 220 Python39 packages and
     ~ 120 python312 packages

I expect shortly, as soon I add some others python312 packages
to move the default python3 from 3.9 to 3.12.

python 3.13 will be the next activity, as I feel too many
python modules are not yet 3.14 ready

Just tested my program on Python 3.9.24-1, and it seems fine. Could you mark it as stable? It's probably been long enough for any problems to have been discovered. There is also Python 3.9's final release, 3.9.25, that could be packaged.
