Looking to https://cygwin.com/packages/summary/libvirt-src.html I see:

I am moving this on to my plate to update. No promises, but my team has been 
complaining that my virt-
manager is too old, so I have
some motivation to get this working.

I've added libvirt to your packages.

You already have virt-manager since [1].

I suspect you may also need to update python-libvirt.
