The recent upgrade of libxml2 from 2.10.4 to 2.13.9 breaks applications
relying on GraphicsMagick, such as Octave.
When launching octave, it throws the following Windows error dialog:
"The procedure entry point xmlNanoHTTPCleanup could not be located in the
dynamic link library C:\cygwin64\bin\cygGraphicsMagick-3.dll."
Upstream libxml2 2.13 dropped the deprecated NanoHTTP symbols. It appears
cygGraphicsMagick-3.dll needs to be rebuilt against the new libxml2 release
to resolve the missing entry point.
