The Mozilla crew responded as follows. If they're right, the HTML should be changed. ISTR that it would be possible to size the bottom frame absolutely and let the upper frame occupy the rest of the canvas. Maybe < . . . rows="*,1.5in">.

Which is what I'm seeing on the following OS X browsers: Moz 1.3 Moz 3/29 Camino 3/27 Safari IE 5.2.2
This looks INVALID to me.
