You are mistaken. If atoll is not in libcygwin.a then it is not being exported. The fact that it is declared in /usr/include/stdlib.h means that it is defined (for some architectures?) in newlib. Newlib is the library that cygwin uses for standard functions like this. We don't use absolutely everything from newlib in cygwin.
