seemed in the same vein, but i don't believe this is a missing install
issue.
I think you may have hit on the "trailing slash in mount" problem. Try
issuing the following commands:
mount -s -b "c:/cygwin" "/"
mount -s -b "c:/cygwin/bin" "/usr/bin"
mount -s -b "c:/cygwin/lib" "/usr/lib"
and see if it helps.
