I downloaded CVSNT from http://www.cvsnt.com/cvspro/, installed it, opened a cmd.exe window, set CVSROOT=whatever, had a passwd file with my username and no password (jrancier:), ran 'cvs passwd', changed it, moved the file to /usr/local/cvsroot/CVSROOT/passwd, opened bash, and logged in fine using cgywin's cvs, and now it works.
