So I have reinstalled those packages, but after reinstalling:

i.e. tetex-base,extra,tiny remain incomplete: any suggestion to 'complete'
them?

Well a quick check of the cygwin packages shows that tetex-base has this
file.  Maybe the postinstall script moves it?
