Ctrl-Z broken?

Why is Ctrl+Z broken? It used to work fine, until I upgraded my cygwin 
installation. I tried the "Current" and "Experimental" .. no can do. I'm 
using NT 4.0 .. but I think it was broken on my win98se box yesterday too.
