cygwin32_ipc-1.03 build problems

Hi,
I downloaded a tar file containing this component because apparently it's
needed to build PostgreSQL under Cygwin on WinNT.  When I try to build this
component, however, it says the wintypes.h header file is missing.  Is this
file supposed to come with cygwin32_ipc?  Or with Cygwin?  Or from somewhere
else?
