If you do not already have a .pythonrc.py file, then save the attached
file in your home directory.  Otherwise, append it to your .pythonrc.py
file.  Then restart Python, readline will now be enabled.

My Cygwin Python distribution does *not* currently support Tkinter.

You will find that others have built Cygwin Python that supports Tkinter.
