GNU/Ghostscript651 on CTAN

Hi all !

I have just visited CTAN:
in directory CTAN/support/ghostscript there is a (new) GNU distribution
(gs651):
can this distribution be ported to Cygwin
(to replace the current one) without LICENSE trouble ?
