I have another question about scrolling the terminal!

If you open a cygwin terminal and then press alt+enter, then you get a
full-screen terminal. My question: How do you scroll the line now?

I have tried with ctrl+page-up or page-down as usual in linux, but i got
only a '~'.

PS: I'm using w2k

Assuming you're referring to a Windows NT/2000 command prompt (using the
amount of information given), yes.

You can click on the control box (that's the icon in the top, left
corner of the window), click on Properties, go to Layout and change the
"Screen Buffer Size" Height and the "Window Size" Height.  I have mine
set to 300 (default) and 55, respectively.
