ftp.franken.de doesn't allow downloads from outside it's own
network anymore. The server is maintained by a small non-profit
club which has to pay a lot of money with inceasing traffic.
For that reason uni-erlangen mirrors ftp.franken.de.
Unfortunately uni-erlangen has some basic problems with mirroring
in general currently, not only Cygwin related.
