rxvt is included with the cygwin distribution also, you can use Win95cmd from the MS SDK. I've got it here, along with the console resizer from the same page: http://www.neuro.gatech.edu/users/cwilson/cygutils/unversioned/consize/index.html
In addition, if you don't want to use stuff from Redmond, you can use the cmdbox from the ReactOS project.
