rxvt is included with the cygwin distribution

also, you can use Win95cmd from the MS SDK.  I've got it here, along
with the console resizer from the same page:

In addition, if you don't want to use stuff from Redmond, you can use
the cmdbox from the ReactOS project.  I've got a version here:
