This seems quite plausible. Supposedly, the whole Echelon deal centers around the idea that it's illegal in the US to eavesdrop on most US communications (ie, so do it in the UK, and vice versa).

In this case its pretty easy to see our local officials calling in the Israelis, who are magically allowed to sneak in, kill Chomsky (for instance), and then sneak back out. "Oops! We missed 'em.Ah well." will be the answer, and we'll all stop asking those pesky questions. (like about that flight that went down in Far Rockaway on 10/11/01...like the engines and tail just "fell off"...right. But lets not ask questions or we'll hurt the poor airline industry even more!)
