Well, in a large population, there's also a certain fraction of people who are sick for other reasons--food poisoning, say, or coming down with the flu. If you tell all those people "you've just been exposed to dangerous chemicals that may make you ill," it's not a surprise if some of those people assume they're sick because of the dangerous space chemicals, rather than because of that potato salad they had at the picnic last Sunday.
