I don't edit any science journals, but I would expect there is no law
requiring 'government review'.  So what are the editors talking about?
Over the past few years printed journals have been losing their lead as gatekeepers for the scientific community. This insanity will pit many scientists against the journals and encourage the researchers to look elsewhere. Remember, its publish or perish in the academic community. In the past, the pedigree of the publications counted for much but as doors at the more established venues for some works are closing look for on-line publishers to quickly move to fill the breech and gain wider standing. This is actually a good development for those who value academic freedom and the public's right to know how (in most cases) their tax dollars are being spent.
