Reading the preface, I find it amusing how he bootstraps his argument
for regulation using Declan's Y2k comments, particularly in light of
what the government and courts actually did when the Y2K bug
threatened to bring a series of lawsuits against software producers.

As if there is any question of who makes government regulation and who
benefits from it.
