It's quite simple, actually.

Not many people know this, but the government was involved in the
design of the WebTV boxes. The CIA can send a secret code to your
WebTV box through the Internet, the phone line, or by radio waves and
cause it to explode. So in effect, you have your own e-bomb already,
but you have to know how to activate it.
 
The process varies from box to box depending on the particular model
of e-bomb involved, but it generally goes like this:
 
1) Leave your WebTV box plugged in! This is very important!
2) Open the box.
3) Inside, there is an electronics board near the top. This is part of
the tamper resistant feature. If you unplug it, then (depending on
model) the e-bomb will either become worthless or will explode in your
face. The best way to eliminate this problem is to just short it
out. So go into your kitchen and mix up about a quart of water, and
put about a cup of salt in it. If you can get more salt to dissolve,
that's better! You need as much salt as possible! Then go and pour it
over the top of your WebTV box. 
4) The saltwater will neutralize the tamper resistant feature, but
won't harm the rest of the box because the actual e-bomb is protected
by a force field generator. These force field generators were salvaged
from the crash of a UFO in Roswell, New Mexico in the late 1940s. 
5) Ignore the smoke and take your bomb to your target and announce
that you have an e-bomb. If they don't believe you, tell them all
about the force fields, salvaged alien technology, etc.
6) Detonate your e-bomb by pushing any key.
 
This is information the government does not want you to have!
