Uhm... Check gnu barcode for the code 128 at least for encoding

Other than that the best resource I've found so far is 
"The Bar Code Book 3rd edition" ISBN 0-911261-09-5
It may take a bit to get ahold of, but as far as I can tell 
is the definitive guide. Covers history, different methods 
of encoding, and all the nitty gritty of the different 
encoding methods.
