I think this is a scam. I think these things are useless to non-Austrians, because you have to physically go to the bank to make deposits and withdrawals, and they're supposed to be for Austrians only, and it's highly unlikely that an Austrian would be able to speak German with the proper accent to convince a teller that he's Austrian.
