Well, obviously some laws are going to apply. For instance, if a US citizen 
hacks into buckingham.gov.uk, he can expect to be extradited if caught. 
This should not be an interesting point, or a novel one.

The key is to make sure that what's a crime in the other country 
(criticizing the Burmese government, for instance) is not one in yours.
