Let's see:

1. if you tell the (a) government about (b) thug's drug lab, it's not a crime, but 
thugs will (c) try to kill you.

2. if you tell (b) thugs about (a) government's money printing process, it's a crime 
and government will (c) try kill you.

So it appears that the definition of crime depends on the probability
of success of (c), whether performed by (a) or (b).

So we should discard the "crime" term and talk about consequences of a
specific action.
