(American Sentinel). Please pay close attention to the information contained in this lead story. At its conclusion, I offer an effective "Action Plan" for each reader to take in their own state. Buried at approximately page 650 of a national defense bill (HR 3610, passed by 370 votes in the House of Representatives, September 28, 1996, each states department of motor vehicles will require fingerprints (or other form of "biometric" identification) as a condition of obtaining a drivers license, no later than October 1, 2000. STATE FINGERPRINTING OF DRIVERS IS DIRECTED FROM WASHINGTON Universal fingerprint program hidden from public view Road to Serfdom? Its no accident that universal fingerprinting is being imposed by the central authorities through state departments of motor vehicles (DMV). (Backers of universal fingerprinting fear a national backlash, should plans for its implementation become public knowledge.) By making it appear fingerprinting drivers is a state DMV decision, instead of a federal mandate, the perpetrators this assault on the Constitution enjoy enormous political cover. Already, several states (Texas, Colorado, Georgia and California) have implemented a requirement that all drivers submit fingerprinting. In most cases, the above-mentioned state legislators are complying with a federal fingerprint pilot program. Details on how this came about and what it means to YOU follow: State DMVs are quietly implementing federal fingerprint decree Section 656 of HR 3610 states that "after October 1, 2000, Federal agencies may only accept as proof of identity drivers licenses that conform to the standard developed by the Secretary of the Treasury," after consultation with the American Association of Motor Vehicle Administrators (AAMVA). Section 326 and 327 of the law provide $5 million per year to states participating in any of the three federal pilot program requiring "biometric" identification (i.e., confirmed through fingerprint, voice analysis or retina pattern) of drivers. The AAMVA has repeatedly testified that it strongly favors the fingerprinting option. (Pull out and check your own drivers license; 22 states have quietly added a magnetic strip in preparation to transmit YOUR "biometric" data to the national registry now being developed.) Revealed: The perpetrators of this national fingerprint mandate The last thing that the authors of the emerging national ID want is debate and discussion. It began on May 10, 1995, at a hearing held by the Senate Subcommittee on Immigration entitled "Verification of Applicant Identity for the Purposes of Employment and Public Assistance." The hearing was chaired by former Senator ALAN SIMPSON (R-WY) and attended by Senators TEDDY KENNEDY (D-MA), DIANNE FEINSTEIN (D-CA) and JOHN KYLE (R-AZ). It was from this hearing that FEINSTEIN telegraphed federal intentions to impose a nation identity system. In remarks made on May 10, SIMPSON added: "I was just saying to Ted (Kennedy) before he left, a hearing like this fifteen years ago, would have torn the building down. And here we are today, kind of sitting around and no media, no nothing. This is fine with me. I get tired of them on this issue." Federal fingerprint mandate is carefully camouflaged Section 656 of Hr 3610 mandating universal fingerprints which originally sprang from the "Illegal Immigration Reform and Immigrant Responsibility Act," signed by BILL CLINTON in September 1996. Its provisions overlapped federal tracking system to identify and deny employment to deadbeat dads. Enabling legislation to provide a universal, federally accepted I.D. was rolled into the national defense bill, HR 3610 (roll call vote #455). In an interview with MICHAEL MYERS of the Senate Subcommittee on Immigration, he acknowledged that now-departed SIMPSON staffer CHIP WOOD inserted section 656, to create a federal fingerprint pilot program through state DMVs. MYERS declined to identify the remaining staffers responsible for slipping section 656 into the defense appropriations bill. Justice Department refuses to disclose details of fingerprint program My research assistant SHANNON MUNZE made repeated calls to the Justice Department, seeking details on the administration of the section 656 "Machine Readable Document Pilot (fingerprint) program." She spoke with Justice attorney MICHAEL HUGHES, who acknowledged the existence of the initiative, but informed us that any information concerning its operational details are not available to the Public (were now proceeding on a FOIA request). If universal fingerprinting is such a good idea, why the deception? This story was difficult to unearth because there is no one piece of legislation declaring "we have a national I.D.!" First, the central government is directing states to make all drivers licenses "federally" compatible, through biometric identification (i.e. fingerprints, etc.). Its all to accommodate separate legislation requiring instant background checks on new employees in the private sector. (Some Republicans cheer this intrusion, because the new generation of federally-approved state drivers licenses will give Washington the power to enforce severe sanctions against deadbeat dads, tax cheats and other "undesirables.") These tamper-proof IDs will also be required to use credit cards and write checks (part of the governments "antifraud" campaign). The upshot is this: Under new immigration and "deadbeat dad" sanction laws. You will be denied employment without a federally-approved biometric drivers license after October 1, 2000! Not even the Nazis attained this kind of power. Why you must help fight the national ID In early test states such as Georgia, imposition of the central governments fingerprint decree was so well camouflaged that local activists were unable to mobilize against it in time. (Activists in Alabama thwarted the fingerprint scheme.) Heres what YOU can do to defeat this threat to our liberties: First-Action-to Take: Contact DMV. Ask the responsible official if your state DMV has plans or is considering proposals to require "Biometric" identification for future drivers licenses - - specifically fingerprinting. Insist on a written response and forward their replies to me. Second Action-to Take: Contact your state legislator and Senators office to express strong disapproval of any program to force drivers to submit to biometric identification, particularly fingerprinting. Mention to your legislator that in other states, drivers license fingerprint requirements have slipped through without the knowledge of elected officials. Get their position on this and extract a promise of vigilance from your state representative.
