...followed by an article concerning El Presidente's visit to the Navajo
Nation.  Included therein, the following "announcement" he made:

  "A plan to provide basic telephone service to American Indians
   for $1 a month.  That would be financed by raising universal 
   service assessments on interstate and international carriers
   by 0.4 percent.  While more than 95 percent of all U.S. homes
   have telephones, in American Indian homes this number is close
   to half, according to federal officials."  

So there we have it:  another tax implemented not by Congress, but by
executive decree.  Oh, damn... did I call it a "tax"?  Sorry, I meant to
say "universal service assessment."

"From all, according to their abilities; to all, depending to their
needs."
