Because they already figure a license fee into blank cassette sales. They
do it for video tape and just about all 'consumer' class blank media.

They do it now for the CD-A blanks that nobody buys. Instead they go for
the computer grade CD-R's which are exempt since they're for
'computer/data' use.

It's been this way since the late 70's when the whole cassette thing (so
similar to this argument it's like a fucking 20 year time machine - I HATE
disco!!!!) came into the fore-front.
