One problem with this is that after these shutdowns end, Congress (almost?) 
always passes a bill to pay all the Federal workers the salaries that they 
would have earned (but did not earn!) during that shutdown.   This means that 
they are essentially being given an unscheduled but paid vacation.  Ever wonder 
why they don't complain a lot?
