We certainly have a need for Wikipedia database level delta updates
to be regularly distributed to many folks who wants their precious
local 'pedia snapshot.

Would handle not all, but a number of these types of problems.
Some would certainly dedicate a few 100 MiB to the task, out of
principle ... like "open cloud" or whatever that "my local google"
replacement thingy was...
