It is the same with any group of people. If they are told that it is insignificant, they will do nothing. If they are told it is significant, they will do what they are told to do.
If they are told it is dangerous and there is nothing they can do about it, they will leave. If they are told it is dangerous, but there is an important task at hand, they will obey.
