They are, your ISP rate or physical link speed already
serves as max rate, or go test set a lower rate in your
packet filter, things work fine, just slower.

People obviously can't shove a 320kbps audio file
over 256kbps link and expect to hear it in lossless
realtime 1x speed direct off the wire, have to save it first.
