there is a different program in California to deter property crime: every 
business and home keeps a local store of recent video - there is no feed to the 
police.

if a crime occurs, the residents themselves collect relevant video subsets for 
police to use, but never do the cops get a raw video feed.

this system is also robust against network failure - an additional benefit!

decentralized solutions such as these are often more robust, and more privacy 
responsible. they just lack the profit potential of centralized systems that 
exploit users for additional profit... fight for decentralized technology in 
your municipality!
