If no one on this list pipes up, my first port of call and therefore suggestion, would be to head over to the GNU Radio crowd, as surely you could find specific assistance there, for this particular project. They may already have code blocks (or whatever they call them) to do this sort of thing, keeping you relatively hardware independent. Whatever progress you make, please do keep us in the loop when you find time...
