not sure if matches
- high tech tools used by people who don't seem to understand them
- collusion among infrastructure, government. hard to distinguish this from
information warfare, since the message was basically "help us and stay
quiet or we'll hurt you" , but it was weird when dell tech support told me
my system bios special and was supposed to boot over the network.
