I added a peer from the ipad to the phone, and can now connect over yggdrasil.
I'm guessing it couldn't connect outside that because the phone was on ipv6 only and the system was on ipv4 on only, and I'm guessing that I did not try the ipv4 address while on the wifi the ipad was on.
