The USG continues to proffer large rewards for information leading to the 
arrest of certain alleged miscreants - usually infamous criminals.
" Bounty Law " is considered uncontroversial when done piecemeal and on an ad 
hoc basis.
Unlike pentagon PAM from 2003 that was described as a " Terrorist Casino "
If the USG is a great and omnipotent teacher, as described by Louis Brandeis, 
then its teaching the world how to move towards a new justice system.  That's a 
bold statement, yet one, I believe is supported by the additional factoid that 
- since 2002 - no cypherpunk has had APster mentioned in legal proceedings 
against them. So  its hard not to see APster as a clear and present trend. Its 
like giving the Defense portfolio to anarchism ( After first giving Treasury to 
crypto-currency ) Its like a new Westphalia - Welcome to the revolution.
