- i could take the fft of the signal. this turns it into sinusoids.
- then i could phase shift it? adjust all the angles? for each sample?
- and then do an ifft for each sample

that might work. i would shift it so that sample 0 is at the location
of each point i am sampling.

a slow way to upsample. but another approach.
