The expression is similar to how people seen as harmful are exiled
from communities without including their experiences. Can build
further harm, but also has mysteriously increased.

It’s frustrating to work with people when it is very hard to
communicate with them, especially if they are acting in ways that
stimulate this difficulty. They could have similar experiences, but
are in a minority.

It’s harder further if things like political disruption, drugs,
censorship, mental health disorders, or hidden conflicts are acting to
reduce attempts to solve problems.

Reminder that this list has had a policy of not banning anyone, so it
might make sense to find a way to communicate with the person in
question, or ban them ourselves.
