i running into this error trying to run the model on my gpu (after
converting to a 16-bit format so it fit): RuntimeError: CUDA error:
CUBLAS_STATUS_NOT_INITIALIZED when calling `cublasCreate(handle)`

I've hit this error before, and recall it's very frustrating, but not
what it is or how to resolve it.
