investor group learned they were surveilled but didn’t reveal this
after people shared surveillance a little traffick boss entered meeting
room, revealing he was part of shadow government (other members aware of
surveillance were trying to reduce his power)
when they tried to back-act it made one of the fractal conflict areas,
opposing determined action
