A Texas federal judge has thrown out the U.S. Chamber of Commerce's suit
seeking to block the Federal Trade Commission from implementing a ban on
noncompete clauses because a different plaintiff was first to file, adding
he declined to recuse himself because no companies in his stock portfolio
were parties in the case.
