U.S. Patent Trademark Office Director Kathi Vidal vowed to sanction OpenSky
Industries "to the fullest extent of [her] power" for filing a bad faith
patent challenge, but then imposed sanctions that, if anything, rewarded
the misconduct, VLSI Technology has told the Federal Circuit.
