New York City and its transportation officials have escaped a racketeering
suit filed by New York cabdrivers that accused them of artificially pumping
the value of taxi licenses, a federal judge ruled, saying that drivers
failed to show that awarding them money would prevent others from becoming
victims of the same allegedly "fraudulent scheme."
