The Fifth Circuit has rejected the government's blacklisting of Tornado
Cash for "its role in laundering virtual currency for malicious cyber
actors," saying the cryptocurrency service's immutable smart contracts, or
lines of privacy-enabling software code, are not "property" and are
therefore unownable and cannot be blocked under the International Emergency
Economic Powers Act.
