Actually, this is false, at least wrt FreeNet, everybody can simply point
their (local) nodes to a network-wide node.

But FreeNet doesn't hide where servers are - from the "down" nodes. It only
hides the originator (if he wants that) from the "up" nodes. You find out
about servers from other users (at least for now).
