Unless all actions of all people are available for all to see (universal
omniscience), you can't prevent this.  Attempts by government to prevent
secret databases of personal information will likely fail, as it just isn't
the societal problem that murder, robbery, war (on the losing side), etc.
are.

If you don't want people to see your information, make sure it never gets
online.  How hard this is will depend on how much of your personal
information you want to protect.
