This is idiotic ---one can expect the voter to have noticed, and whereas a hanging-chad might have passed casual, one-sided inspection, a fully occluding chad can't. Additionally you don't have to be Uri Geller (or the more honest Penn & Teller) to stealthily indent a blank chad while counting.
