NEW Zealand's Government plans to force telcos and ISPs to install 
equipment allowing police to eavesdrop on phone calls and emails.
New Zealand's Associate Minister of Justice Paul Swain confirmed 
the 
requirements would be introduced as part of the 
Telecommunications 
(Interception Capability) Bill that was being drafted. It would go 
before 
the Law and Order Select Committee and be opened to public 
comment before 
it could be introduced.
"What I'm outlining today is how we expect that to happen," Mr 
Swain said 
yesterday.
If passed, the laws would give network operators and ISPs between 
18 months 
and five years to comply with the requirements. The Government 
would pay 
for upgrades to existing networks, but companies would be 
expected to foot 
the cost for new builds.
A spokeswoman for Mr Swain said it had not yet been determined 
what 
technology would be used, or whether all companies would have to 
use the 
same type of interception technology.
"How it's physically done yet to be worked out," she said.
Mr Swain said the laws would bring New Zealand into line with other 
countries including Australia, the UK and the US.
"It doesn't mean that it's identical to those laws, it just means it's on 
equal footing," the spokeswoman said.
The laws would also target hacking crimes, which were not covered 
by any 
specific laws in New Zealand.
